Admission of International Students

Admission of International Students to the Novosibirsk State Medical University in 2023, adopted by the Academic Council of the Novosibirsk State Medical University on 18.04.2023 ¹ 4

In terms of this regulation, international students are:
- citizens of foreign countries, including the citizens of Commonwealth of Independent States (CIS);
- individuals without citizenship;
- individuals holding a residence permit of any country including Russian Federation;
- individuals holding a certificate of refugee or displaced person;
- individuals participating in the state program of voluntary return of compatriots;
- CIS citizens residing in Russia.

International Students Admission Rules and Regulations

1. Citizens of foreign countries (including the citizens of the Republic of Belarus, the Republic of Kazakhstan, Kyrgyz Republic and the Republic of Tajikistan) and individuals with no citizenship admitted to the Novosibirsk State Medical University (hereafter referred to as “university”):
a) in accordance with the assignment to the university issued by the Federal Agency for Public Health  and in accordance with the international contracts;
b) in accordance with payment contracts.

2. For citizens of the Republic of Belarus, the Republic of Kazakhstan, Kyrgyz Republic and the Republic of Tajikistan, individuals with a residence permit admission rules similar to those for citizens of the Russian Federation are used.

3. International students admitted to the university can only receive educational services and obtain state-approved education-certifying documents in state-licensed programs.

4. International students admitted to the university on universal bases (competitive basis) and in accordance with the assignment to the university issued by the Federal Agency for Public Health and Social Development can receive the higher education free of charge only if they receive the higher education for the first time.

5. The regulations and the university license to offer state-certified education, which permits the university to issue standardized documents certifying the higher education in certain fields, as well as other documents regulating the admission and educational process, are available for internationals students to review.

6. Full-time international students apply and register for entrance examinations at the Admission Committee:
- applications are accepted June 20-August 24, 2023;
- entrance exams: July 12-August 24, 2023;
- admissions: through August 25, 2023.

The application acceptance and the organization of the entrance exams for full-time international citizens mentioned in paragraph 2 are organized by the Admission Committee in period established for the Russian citizens.

7. The following programs are available:
- full-time education program for obtaining higher education in approved fields of medicine;
- full-time education program, off-site program, and distance learning education program for obtaining Ph.D. and post-doctoral training;
- continuing education program for obtaining an additional higher education by students who have a visa and a migration card allowing them to get additional higher education at the university;
- full-time continuing education program for international citizens who have received prior training (in accordance with the regulation “Administrative and Organizational Process of Admission, Education and Disenrollment of International Students at the Novosibirsk State Medical University”).

Documents Required for Application to the University

1. The following documents must be attached to the international student application:
- a copy of document certifying the identity of international citizen in the Russian Federation;
- a copy of document verifying the identification and citizenship;
- a copy of visa to enter the Russian Federation if an international citizen arrived to Russia on visa;
- original legalized (if necessary) documents of foreign county on education and the enclosure (if the latter is provided by the laws of a foreign country which issued the document on education);
- notarized translated copy into Russian of a document of foreign country on education and its enclosure;
- 6 photos 3X4cm (black-and-white, with a white corner, matte).

2. International citizens who apply for admission to the university on a paid basis must attach the fully executed financial contract to the application.

3. International citizen applying for admission to the university through a third-party institution must also present the following documents:
- personalized letter from the third-party institution with a statement of guaranteed payment for the term of studies indicated in the contract; the letter must be signed by the head and Chief Accountant of the third party institution guaranteeing the payment.

4. In addition to the documents mentioned above, international students should present:
- evidence of education that is equivalent to the education received in Russian Federation, except the documents issued by foreign countries signed agreement on mutual recognition of educational documents;
- for students whose first language is other than Russian, the standardized certificate of proficiency in Russian of Level 1 or higher. The certificate should be issued by a university approved to carry out the pre-university training of international citizens.

5. International citizens can apply for different forms of education according to the main educational programs at the university.

6. International citizen on admission can present the results of Universal State Exam (USE). Presenting the USE results international citizens apply to the university according to the rules established for the Russian citizens.

7. International citizen coming to the training program of specialist training present a document on education recognized in the Russian Federation equivalent to the document state sample of secondary (full) general education or secondary vocational education.

8. International citizens entering the second and the following courses after studying one or more courses at an international establishment, received no document of any qualification, additionally present the academic state document and the equivalency certificate and the certificate of academic rights received in Russian Federation.

9. International citizen receives an invitation to enter the Russian Federation after presenting the educational documents equivalence.

10. The international student’s admission documents will be evaluated by the university’s Center of International Education and Communications and forwarded to the State Board of Recognition of Education Documents.

11. With a positive review of educational documents an international citizen is issued an invitation, visa support, the university will provide international citizen with legal support and assist with the registration in the Department of the Federal Migration Service of the Russian Federation in Novosibirsk Region.

12. International citizens applying for the intern or attending physician programs should additionally present the following documents:
- a notarized copy of or original higher education diploma or equivalent that allows the student to apply for intern and attending physician programs in selected medical fields in his/her home country; a copy of the transcript and its officially certified translation into Russian or English should be attached to the diploma;
- for students whose first language is other than Russian, the standardized certificate of proficiency in Russian of Level II or higher;
- the educational documents equivalence and the academic state document received in Russian Federation except those countries which signed an agreement of mutual recognition of documents.

13. International students applying for Ph.D. programs, in addition to the documents listed above, should submit the following:
- a notarized copy or original higher educational diploma and a notarized Russian or English translation of the transcript;
- list of publications (if applicable);
- a plan of Ph.D. research, written permission of the Prorector for Research of the university for admission with the indication of the topic of the PH.D thesis and the name of the prospective supervisor;
- for students whose first language is other than Russian, the standardized certificate of proficiency in Russian of Level II or higher;
- the educational documents equivalence and the academic state document received in Russian Federation except those countries which signed an agreement of mutual recognition of documents.

14. International students applying for a study course, in addition to the documents listed above should submit the following documents:
- Research plan;
- written permission of the Prorector for Postgraduate Education for admission with the indication of the tentative topic of the Ph. D. thesis and the name of prospective supervisor;
- for students whose first language is other than Russian, the standardized certificate of proficiency in Russian of Level II or higher.

15. For postgraduate, post-doctoral, and continuing-education students, application documents must include a written permission of the university Rector based on corresponding contracts and invitations to study at the university.

Entrance Examinations

1. The admission of international citizens to the first-year education is on the bases of entrance exams.

2. International citizens of the Republic of Belarus, the Republic of Kazakhstan, Kyrgyz Republic and the Republic of Tajikistan have similar rights with the Russian citizens.

3. Entrance examinations for international students include the following:
- Chemistry (exam - test)
- Biology (exam - test)
- Russian language (exam - test)
International students holding Universal State Exam (USE) certificates can be admitted to the university based on the USE results.

4. International citizens for whom Russian language is not native will pass a standardized test in Russian as a foreign language.

5. International citizens entering the second and the following years pass certification tests according to the annual admission rules for Russian citizens.

6. Admission to continuing education programs is carried out on the bases of the admission rules to the continuing education programs.

7. Results of the exams carried out in a written form, exam records, certificates are kept in the personal file of international student.

8. Admission to study Russian language as a foreign one does not require entrance exams.

9. Entrance examinations can be waived for the international students who took first or other prizes at All-Russia School Olympiads. Such students can be admitted to the state and municipal higher education institutions to receive the higher education in the fields corresponding to the subjects in whom the prize was taken at the All-Russia School Olympiad. For such students, the results of the All-Russia School Olympiad are accepted by the state and municipal educational institutions as the highest results at the entrance.

10. Admission to the additional education programs is carried out without the entrance exams.

Enrollment

1. The enrollment schedule for full-time students successfully passed the entrance exams is as follows:
- citizens listed in paragraph 2 will be enrolled according to the rules for Russian citizens;
- other citizens will be enrolled by August 24, 2023.
All international students enrolled in the university must submit the 
VHI certificate to the Admissions Committee within 3 days after enrollment. The certificate should include the repatriation and insurance (in accordance with the regulation “Administrative and Organizational Process of Admission, Education and Disenrollment of international students at the Novosibirsk State Medical University”). 


2. The tuition is set according to the price list approved by order of the rector. The tuition is set for the entire period of education.

3. Admission of international citizens to the second and the following years is made with the permission of the Vice-Rector for academic affairs where the term elimination of differences in the curriculum is fixed.

4. The total period of training in Russian educational institutions taking into account the period of training in international institutions should not be less than it is provided by a license to conduct the educational activity according to the program the international citizen is applying to.

5. The administrative and organizational process of admission, education and disenrollment of international students which are not regulated by this admission rules must comply to the procedures used to the Russian citizens.
